DIGEST: Generally, the Joint Federal Travel Regulations (JTR) provide that per diem is not payable at the old or new permanent duty station (PDS) for temporary duty (TDY) en route in connection with permanent change of station (PCS) travel.  This applies even if the member vacated the permanent quarters at the old PDS and lodged in temporary, commercial billeting during TDY.
