In2006,duringanoverseasassignment,Dtoldfamilyadvocacypersonnel,anadultneighbor,   anda childfriendthatApplicanthadsexuallymolestedhertentotwentytimeswhenshewas p seventoeightyearsold.ShealsostatedthatApplicanttouchedherinappropriatelywhenshewent \ toherparentsbedafterhavinghadanightmare.ApplicantandhiswifestatedthatDhad H disciplinaryproblemsatschoolandoftenarguedwithherfather,whowasastrictdisciplinarian.The 4 recordcontainsnoevidenceofanyadverseactionresultingfromtheseallegations.Inhisinterview,  p Applicantstatedhisbeliefthathisdaughterhadliedabouthimtogetattention.InhisAnswertothe  \ _SOR_ԀApplicantstatedthathecurrentlyseesDandherchildoften,althoughsherefusestodiscuss H theseincidentswithhim. 4   Onfouroccasionsin2011,Applicantvisitedadepartmentstorewherehewasreportedto   haveleftadressingroomwearingonlyunderwearandaskingemployeeshowhelooked.Onan  occasionattheendoftheyear,Applicantenteredthestore,andemployeesreportedhimtosecurity.  AstoresecuritymanagerwaitedoutsideadressingareaandobservedApplicantleavewearing  athleticunderwear,ashirt,andsocks.Whenapproached,Applicantretreatedtothedressingroom l andexitedfullyclothed.Applicantapologizedtoastoreemployeeandwasescortedoutofthestore. X  CitypolicemetApplicantandissuedhimatrespassnotificationbanninghimfromthestoreforone D! year.ThereisnoevidencethatApplicantexposedhisgenitalsduringtheseincidents.Thereisno 0"  evidenceofsecuritysignificantconductsince2011. #l!
