DIGEST: Applicant illegally used marijuana on and off between 2004 and the day before his hearing on February 4, 2021. He used marijuana while possessing a security clearance between January 2019 and April 2019. Moreover, he deliberately falsified his 2018 security clearance application to cover his illegal marijuana use. Drug involvement and substance misuse (Guideline H) and personal conduct (Guideline E) security concerns are not mitigated. Clearance denied.
