DIGEST: Security concerns are raised over Applicant’s history of alcohol abuse. He was involved in two alcohol-related incidents between 2016 and 2019: one a DUI offense in 2016 and another involving drinking to a level of intoxication preceding a scheduled personal subject interview in 2019. Additional security concerns are raised over a 2016 incident that resulted in domestic violence charges filed against him. Security concerns are also raised over Applicant’s false statements made to an investigating OPM agent  about his drinking history and reasons for missing his appointment time for his scheduled personal subject interview. Criminal conduct concerns are mitigated by the passage of time. Alcohol and personal conduct concerns are not mitigated. Eligibility to hold a security clearance is denied.
