The Defense Office of Hearings and Appeals (DOHA) is the largest component of the Defense Legal Services Agency. DOHA provides hearings and issues decisions in personnel security clearance cases for contractor personnel doing classified work for all DoW components and 30 other Federal Agencies and Departments. DOHA also conducts personal appearance hearings and issues decisions in security clearance cases for DoW civilian employees and Service Members. The DOHA Claims Division settles claims for uniformed service pay and allowances, and claims of transportation carriers for amounts deducted from them for loss or damage, as well as adjudicating requests for waivers of indebtedness. DOHA also conducts hearings and issues decisions in cases filed under the Individuals with Disabilities Education Act (IDEA) relating to early intervention, special education or related services delivered by the DoW. DOHA handles claims filed with the Defense Health Agency (DHA) under TRICARE/CHAMPUS rules seeking payment for medical services. DOHA is now the office responsible for receiving and resolving complaints from Schedule Policy/Career personnel who are alleging prohibited personnel practices. Finally, DOHA functions as the Center for DoW Alternative Dispute Resolution and Conflict Management activities within the DoW and as a source of third-party neutrals for such activities.
